Independent Educational Evaluations

FBAs and BIPs that give families and schools a clear path forward.

Copper Valley Behavioral Solutions conducts Independent Educational Evaluations (IEEs) including Functional Behavior Assessments (FBAs) and Behavior Intervention Plans (BIPs) for students in Arizona school districts and district-placed programs. Our evaluations are thorough, collaborative, and designed to lead to meaningful outcomes.

Your Rights, Your Child

When a Second Opinion Matters Most

When a school's evaluation does not capture the full picture of a student's behavioral needs, families have the right to seek an independent evaluation. Copper Valley provides that independent perspective with rigor, compassion, and clarity.

Behavioral challenges in school settings are rarely simple. A student who is struggling behaviorally is communicating something - about their environment, their unmet needs, their learning profile, or their history. An effective evaluation uncovers that communication and translates it into a plan that actually works.

Our evaluators bring deep expertise in behavioral science, special education law, and the practical realities of school settings. We do not produce generic reports - we produce actionable plans that school teams can implement and families can understand.

"Every student's behavior is a message. Our job is to help the adults in their life understand what they are trying to say."

The Process

How Our IEE Process Works

01

Initial Consultation

We begin with a conversation with the family to understand their concerns, the student's history, and the specific behaviors that are impacting their educational experience. We also review existing school records and evaluations.

02

Family Interviews

We conduct structured interviews with parents and caregivers to gather information about the student's behavior across settings, their developmental history, and the family's goals for the evaluation.

03

School Staff Interviews

We interview teachers, paraprofessionals, administrators, and other school staff who work directly with the student to understand how behaviors manifest in the educational environment and what strategies have been tried.

04

Direct Observation

Our evaluator observes the student in their actual school setting - in the classroom, during transitions, at lunch, and in any other relevant contexts - to see the behaviors firsthand and understand the environmental factors that influence them.

05

Standardized Assessments

We administer validated behavioral rating scales and assessment tools to gather structured data that supplements our observational and interview findings.

06

FBA Report & BIP

We synthesize all findings into a comprehensive FBA report that clearly identifies the hypothesized function of the student's behaviors and a detailed BIP with specific, practical strategies for the school team to implement.

07

Report Presentation

We present our findings and recommendations to the family and school team together, facilitating a collaborative conversation about next steps and ensuring everyone understands the plan.
